Health for everyone, poorest sectors as key players in generating changes

    5) Description of health product/service offering: Fundación Gente Nueva healthcare division mission is to promote, preserve and attend, “Integral Healthcare” from vulnerable population that has no access to health insurance.using communitarian network based in solidarity ethic and participative methods. Services Fundación Gente Nueva Healthcare Division give are:

     Integral Deontological Assistance: includes all of services.  Oral Care Prevention: Parents, teachers and children motivating workshops and meetings on how to use your tooth brush. Tooth brush, flour Topic giving, Points Sealer.  Prepaid or solider guarantee group for dental prosthesis services.  50% discount for parents from Fundación Gente Nueva School and neighbors.  Visual diagnosis, ophthalmic derivation, and glasses giving. .  Enable for deontological assistant work, and to take care of a Deontological Centre administration.  Enable on visual diagnosis.  First Aids and nutritional workshops.

    All this services are given in two of the healthcare centers located in the poorest neighborhoods in San Carlos de Bariloche, Argentina

    All this services are given in two of the healthcare centers located in the poorest neighborhoods in San Carlos de Bariloche, Argentina 6) Innovation: The strategy is to reach to the entire neighborhood with a Deontological Prevention Assistance System.

    Activities: Deontologist Volunteer Campaign. It is necessary to add deontologists to assure the attendance and the campaigns. We look for professionals at the Professional Deontological School that collaborates with this initiative. To develop this campaign, we use different type of local media to communicate and promote our initiative. This different media give us space, to recognize publicly each one of de professional that participated in the campaign. With this we look to give continuance, installing a visibility to the initiative.

    Dental mechanic Campaign we develop the same activities for the previous campaign. “Travel Bonus” what we charge the students is the cost of the bus ticket to the attendance place this is around 1$(dollars), knowing that for the neighbors of the Healthcare Center’s they are not used to pay for this service. Symbolic Bonus cost is two bus tickets. Attention minimum rate: parents and neighbors will be charged a fee 50% off what the state nomenclature dispose. This will increase operational capacity. Micro credits for dental prosthesis: We work with groups of three persons that need dental prosthesis, (generally they need to be made all there mouth again). They form a solider guarantee group.

    Inputs: As they are a critical component of this initiative we work very hard in the national and international research.

    Community Resources: We include community members in this program – girls from the adults high school, in the development of the project is one of the fundamental clues for the program sustainability.

    Innovating considerations:

     The main roll that the community neighbors take in the solution to their problem.  Count with a consulting room in the place where is needed, so the neighbor wont have to travel long distances.  Having a Deontological Prevention and Assistance Centre in poorest neighborhood communities, is an innovative idea.

    7) Operational model: Our organization is convinced that overcoming the injustice that poverty brings along is doable, only if the sectors are key players in generating change. For this reason, we’ve designed together strategies that allow the sectors to be changemakers and interact with each other. Gente Nueva is focused on formal education through its 10 k-12 schools in low-income communities, which have 1500 students. Gente Nueva also works with organizational issues and community promotion.

    Capacity building area: Management of People’s School for Training and Teacher’s training Youth area: Coordination of Ñehueñtun network with more than 1500 students from 37 groups Training for young leaders in Bariloche and the South Line Expansion program for the South Line Training on solidarity schools Workshops and Forums on youth leadership Productivity initiatives area: Training on entrepreneurial skills Job opportunities for youth: Capacity building and job inclusion programs Youth entrepreneurship program Microcredit Land area: Legalization of land ownership in low-income neighbourhoods en Bariloche Awareness campaigns

    Other programs:

    Families for social inclusion program Organization managing the capacity building plan for national beneficiaries in Bariloche, working together with 20 other capacity organizations

    Erradication for children’s labor program It works with boys and girls that attend the cities dump area

    Elderly care attention Program in the neighbourhoods of April 2 and La union

    Health care centers in two neighbourhoods with concentration of schools.

    8) Human resources: Fundación Gente Nueva Healthcare Division team is formed by: 1 Coordinator, 3 deontologist teachers, 1 nutritionist , 1 commercialization technitian, and 6 GN high school students that were trained as dentist assistants and run prevention campaigns.

    9) Key operational partnerships: The health area works with the Public Hospital in Bariloche. At some point they established a partnership with the Pronino program which is lead by the Civil Conscience Asociation and sponsored by Movistar. Through this program children (in risk for child labor abuse) received health coverage and as payment it received hours from dentists and materials for Gente Nueva Schools

    10) Financial Sustainability

              • Fees charged to clients?: Yes

              • How do you assure affordability?: Gente Nueva students pay a fee equivalent to the bus ticket, considering that now they do not have to travel to be assisted, because they have the Deontological Centre in their neighborhood, so this will be their first saving. Parents and the rest of the family have to pay a fee 50% of the official nomenclature rates. But to receive this services they have to buy an assistance card which cost is 0.33$(dollars) per month. This is what it makes possible to maintain the attendance structure,

              • Earned incomes as a percentage of operating costs: 60%

              • Other funding sources: As for GN students is practically attendance free we look for funding by financial organizations that finance Health programs

              • Strategy for long-term sustainability: Looking for funding for equipment and buildings Increasing the scale of will give sustainability to this service

    11) Current and Future Impact

              • Total number of clients: 4500

              • Clients in the past year: 1600

              • Percentage of low-income clients: 100%

              • Impact: Working mainly with education institutions, we can perceive a behavioural change not only with the direct beneficiaries but also their families. In the area where the project is being developed people are used to reach their 30s with no teeth.

              • Overall "market": Only in Bariloche city there is a demand (not satisfied yet) of 30,000 people from the low-income communities. 8,000 people live in rural areas in which GN works and wants to provide healthcare services.

    12) Scaling up strategy

              • Stage of the initiative: Scaling Up stage.

              • Expansion plan: In the next three years, the healthcare area of GN will expand its healthcare services to ophthalmology, pediatrics, and gynecology services. Three care offices will be open locally and we’ll start working in rural areas close to Bariloche as well.

    13) Policy change: The state should provide diverse resources and a variety of healthcare services in their healthcare facilities. It should also run massive health campaigns. The current health policy from our provincial and national government does not include partnerships with other organizations (like ours). To change this policy would imply to expand the care coverage. Training for community promoters should also take place.

    14) Origin of the initiative: The initiative started due to the need for health prevention and dentistry care perceived by the GN’s education institutions. We could track that the most pressing need was on treatment of tooth/mouth disorders and deseases. From that issue, we looked for people commited to this cause. To start our work, Monica Rota Nodari, a social worker with healthcare background was key in developing our program for low-income communities.
