How do you do it: BASE will be the principle partner of this project and will be the first recipient of the project. After the argument made, will implement directly with the community based on the given create area. BASE will follow up its social mobilization Shanghari {Instigated Development approach) approach to mobilize the community according to the indigenous knowledge Badahgar system, strengthen institutional capacity in the local levels.

As after the signing in the agreement BASE will start the project preparation activities intensively in the five districts. BASE will start Project planning, discussing with the target groups, developing the networks with the local levels body such as Tharu Village and Ex Kamaiyas leader and groups. BASE will do resource mapping, project deign and budgeting and setting the program in the targeted areas. BASE will organize set up of the target groups man start dialog with the ex Kamaiyas and their local bodies and BASE village committees, Dalits and other relevant groups and will insure their full involvement in the project. That will help the project to insure full participation and will insure full contribution from the community side and lunch effective and efficient programs.

BASE District technical team will be the main actor of this project to implement the effetely and efficiently in the field. District based office which is already set up will be the center of the project activities and the district team will be directed technically and financially by the project director and project coordinator from the BASE project office. The district office will be implementing the project activities and will be reporting the progress and achievement to the project office quarterly basis and the financial report in the monthly basis. The project office will compile and will be reporting to the Changemakers in the quarterly basis. The project office will be submitting the financial report monthly basis to the Changemakers.

BASE will form and reform the village civic organization in each settlements of ex Kamaiyas and Tharu Village under the leadership of traditional leaders Badhaghars Leadership under the Shanghais approach. The Village civic organization will be formed including at least 80% house holds at least one male and one female from each house. The village civic organization will elect 13 members main committee that will be called Village committee (the staring committee). That will be executive committee. The village civic organization will conduct regular meetings in after two weeks. The village civic organization will do village planning's in the discussion from the Village civic organization. The Civic organization will be planning to conduct formal and non formal education on their village, small scale infra structure, income generation activities and health activities. The village committee can form sub committee such as non formal support committee, IGP committee according to the need of the village development. The village committee will plan the activities according to the need of the village and will coordinate with BASE and other relevant organization. Village committee will be representing the all the groups, sub committee.

Basis Literacy classes will be conducted according to the need of the village and members. Illiterate adult woman will be the participants of the Basic literacy classes and the participants will go to the post literacy classes. The literacy classes will be the ethical classes such as history of god Buddha and his teachings and God Mahavir and lord Krishna and his teachings and similarly the teachings of Gita. The participants of the PLC will go to the continuous learning class and discussions of the ethical knowledge and positive thinking and non violent educations.. Non formal class participants will be involved in IGP program. Thus the education program will be will empower the woman socially and will build confidence for the further activities.

Village civic organization will identify the participants and need of the of the income generation activities and will be identified income generation activities such as vegetable farming , cash cropping , livestock farming and the participants of the vocational skill trainings such as masonry and carpentry training, Mostly the training will be based on the on the job training letter on the participants will have easy to find job and can be settle his /her new business..

The need of the infrastructure will be identified by the village civic organization. According to the need of the village civic organization and the project will be supporting according to the available fund. The village committee will be mobilizing in the whole village members to contribute in the construction of the small scale infrastructure. THe traditional practice of Jharaly and Begari paratha will be practiced in completing the village project activities.

The project has the strongest point that the project will be the high involvement of the community. All the activities will be from the community need and according to their planning's. This is the most significant aspect to meet the stated goal.

The participants of BLC participants can learn very basic things of alphabetic and numerical things and the principles of ethics and the teachings. After the BLC they enrolled Post literacy (PLC) and they can learn more about the post literacy and Side by side they will be oriented about the health care, Smokeless stoves and pit latrine its importance and benefit and its method of constructions.

The participants of the PLC will be enrolled in the continuous Learning Centers {CLC). This class will be more vocational and the learning's from interaction. The vocational trainings such kitchen gardening trainings orientation will be given all the participants of this class. The class will select and recommended the selected participants for the vocational skills trainings.

Youth club will be formed and will be building their leadership capacity in the Ex Kamaiyas settlements and settlement of the Dalits and Tharu community's areas and will be mobilized. The youth will be given enough counseling about the carrier development and will be mobilized in the social activities. Caries development trainings will be conducted in the village for the youth. Several interaction seasons will be conducted with the adults and learning's and experience sharing meeting s will be conducted in the village.

Speech competition will be conducted for the youth and adults about the culture and the interaction will be conducted in the social best practices and who it can be practiced in the modern and real lives. The posters about the cultural practice will be published. The old book competitions will be collected and permuted it. . Village committee will be formed in the Ex Kamaiyas settlements and target areas. If there is already formed the village committee, BASE will help them to reorganize. Village committee will be formed in the leadership of the BADAGHAR the traditional leader. All the plan and activities will be documented by the village committee secretary. The village committee will lead the civic organization and will be practices full democracy, high participation, open discussion, participatory decision and participatory action and will not be gender discrimination. The member of the civic organization will be saving as per the marginalized family agreed to save each meetings. Village Civic society meeting will be conducted in twice in a month. The village committee will be responsible to insure the development of the village, insure to increase income of all family by increasing production and will insure social justice.

Institutional capacity building training will be provided to the village committee members. Coordination will be done with the other organization. VDC level village committee meeting will be conducted to share their ideas.

Innovation: This is the modern system in the based on the traditional best practice of the Tharu culture and system. In this system, there is participatory discussion, participatory planning, participatory implementation and participatory risk bearing system and it is the full democratic system although it is the based on the Tharu traditional Leadership system. In this system there is gender balanced practices and woman will be respected in the meetings similarly the haves and have notes will not have any discriminations. Practices. Meetings, interactions, demonstrations and publications and NFE classes will be the implementation strategies. The village civic organizations decision will be the most important will conduct the regular meetings in the village and the civic organizations will collects savings and social interactions for the community development simultaneously. The gender balanced participation will be the one of the good character of this organization and the female will be encouraged to participate in the meetings and will be encouraged in leadership.

Impact: All the members of the village civic organizations will have equal rights. The collective action on the issue of social change in the village will really change the society gradually. Savings of the village civic society will reduce the burdan of the land lord's loan and interest and no one have to go to lend loan form landlord and will not be exploited socially and economically. The interactions on cultural and religious will create awareness on the culture and people will start doing proud of their culture and social practices. Non violent practices will be appreciated by the people. The Tharus will start respecting themselves and their skills and qualifications and their society and they will do proud of them and the society. The Tharu books, poems, songs, literate will be published. The Marginalized and dominated Tharu Culture will be broadcasted in the news and media will be appreciated by Tharu and others. The interactions between youth and adults will create the social harmony between youth and adults and the youth can learn from the adults. Adults can learn the interest of the youth and the gab between youth and adults will be reduced. National levels awareness among Thru developmental culture and practice will be promoted and will be appreciated among all over the nation and the practice will be adopted by the national wide GOS and NGOS.

Ethical Action: The project will be leading the people in the ethical basis and people will be driven by ethical teachings such as peace demonstrations, the teachings from Lord Buddha s Life of Non violent lives and behaving peoples in the right manner. First thing the villager will be aware of their own rights and duties on their body, on their society and on their nation ethically. The second, the villager will be aware of others rights and duties on their body, on their society and on their nation. So the villager might do collective actions on the ethical social changes such peace talk, peace demonstrations, and more committed in their job and duties and more active in the village development activities. Positive thinking will be generated on their society, on their culture, on their Jobs and professions

Replication: The activities will be planed in the basis of village civic organizations and will be discussed in the village meetings and interactions. The activities will be done after the decision made in the village meetings. So all the activities will be accepted by villagers. The community will be proud of their activities which they will be doing in the collective way. The progress in social sectors such as social harmony and social justice will be increased in the community. The violence will be reduced and social violence, social exploitation and discrimination will be reduced. The relations between high cast and low cast will come in equal and Dalits will be proud of their community. Tharus will be showing their culture in with out any hesitation wheal is dominated and marginalized. The government will be appreciating their practice of social change through ethical activities

Sustainability: The system will be much sustainable system because the Badhghar and Mahataun system is the Tharu traditional leadership System. Tharu are the ethnic community and indigenous of the mid and Far western Terain of Nepal. Badhghar and Mahataun System is one of the best system of Indigenous people Tharus. So the modern techinic is going to implement with the Traditional leadership practices of the development. In this leadership the Thaurs elects village leaders and the village leaders have to lead the village for the village development such as road construction, house constructions and so on. He has to mýnage people in the weddings and in other religious works. Similarly he has to manage for the good cropping and also social justice. The community will have to enjoy under the rule of the Badghar. The practice of the village meetings will be institutionalized and savings will be continued. The youth will be familiarized with the adults and the systems of social development. Village committee will be linked with the Area committee and area committee will be associated by district committee. So one kind of development chain will be developed and linked with each other. Social leader will be leading this system.

Organization Size: BASE itself is the grassroots origination working in the grassroots levels. It has very long experience in the social mobilization and rural development. Since the long time BASE has been working in Dang , Banke, Bardia and Bardiya, kailali, Kancjhanpur and Salyan where it have already Village civic society and village committee committees and District committee already and functioning. This network is so strong of BASE that's why BASE is still in village and in the most effected areas of the conflict. BASE is only the NGO which is working with freed Kamaiyas since long time before the freedom and after the freedom and have very closes relation. BASE has been implementing its program in the 8 district of mid and far west district since very long period. Since the beginning of the BASE it has been dedicated to Kamaiyas and their freedom and other disadvantaged committee and their social, economical and political development. So BASE is the one of the leading organization of the freedom movement. After the freedom many of the ex Kamaiyas have not rehabilitated well and need vocational skills as life skills. In addition BASE had conducted several kinds of projects such as formal and non formal education, IGP, Institutional capacity buildings. BASE has been working for education, social mobilization, and commmunity development under the slogan '' education at first sight". The main aim of BASE itself is to uplift the livelihood of Tharus and other exploited people in Mid and Far western part of Nepal, whose lives are often characterized by extreme poverty. BASE has successfully implemented a range of project such as Freed Kamaiya Food Security program, Freedom of Child Labor program, Girls Access to Education Program, Integrated Community Development program , Sustainable community Development program and Education for Freed Kamaiyas program and Nepal Woman's Poverty Alleviation Project. in recent years. BASE has at least 97000 general members and 30000 active members in its different membership structure they are the real actor of the BASE project promoters. BASE have 151 fulll time employers and 1400 part time employers.There are the 1800 village civic societies, 600 woman's awareness committes and 2050 Kamaiyas groups. Therefore those community based organizations BASE performs its projects and programs using the strategies such as organizations, Educations and advocacy. BASE is successful in capacity development of these institutions through which the communities are able to carry out village partners collective village funds and collective irrigations : run saving credit projects , income generation activities adult literacy classes and initiate community forestry, smoke less stove s, bio-gas and alternative energy project. This project will be an important project that will efficiently build on BASE past experience and know-how.
