Organization: Crear Vale la Pena Foundation (Creating is Worthwhile)

Idea: The objective of the Crear Vale la Pena Foundation seeks to consolidate a model of social development that contributes to life-quality improvement of the people who live inside and outside of poor neighborhoods (ıbarriosı), in order to let the participants be able to project themselves individually and collectively, recovering art and culture values as a motivation power for social life.

The combination of art, non-formal education and social organization provides a strategy called "Art + Social Organization", that turns out to be a privileged tool to mobilize children and young people who go through processes of social fragmentation, allowing the reconstruction of social identities from the diversity.

The need of planning this strategy responds to: i) the exclusion and social fragmentation processes that are intensifying in our country, ii) the nonexistent spaces for art development that propose culture as a motivation power for social life, iii) the lack of inclusive public policies related to artistic development, and iv) the absence of participative spaces for young people in poverty situation that look at respect for diversity and the promotion of capacities.

Our action from art organization, implicates a search and a change. Thatıs why it allow us to put in question these reality facts and try to define new actions and thinking frameworks in order to generate a social identity, and, in consequence, the expression of excluded social group values as a reconstruction action of citizenship. We consider that the interrelationship between social capital, culture and development, is the key of the process for equity growing.

The mission of the organization is carried out through two central directives:

1. Territorial Actions: The development of Cultural Community Centers as spaces fostering the self-definition of youth and egalitarian social progress. In alignment with neighborhood initiatives, the centers serve as incubators for the creative aspirations off impoverished youth, offering advanced training for those seeking careers as arts professionals, teachers or community activists. By creating a network of creative cultural dialogues within poor neighborhoods, between neighborhoods and within the society as a whole, the Community Centers seek to solidify a lasting role for the artist as agent of cultural change and social integration. To this end, the Centers work in alliance with area organizations and networks of similar motivation.

2. Actions of Incidence: Promotion of collaborative action with like-minded organizations and cultural institutions using art as a tool for human development. CVLP seeks to generate new ways to engage the community through the school system, the business community and otherwise, assisting in the formation of national and international networks for the exchange of contextual advice and new methods for sustainable action.

The “Art + social Organization” program that Crear Vale la Pena Foundation has been working on since 1992 in the northern poor areas of Greater Buenos Aires, metropolitan region, pave the way for Inclusion from the integration of non- formal education, art and social and individual organization. After more than 10 years of intervention, this program is more consolidated each day as a viable development model, that contributes to the improvement of quality life through a double purpose: facilitating the integration of youth in poverty situation and recovering the culture value as an engine for social life. The youth involved assume an important leading role for the development of the program, since they just donıt participate from the artistic learning spaces, but they turn into social and cultural multipliers of the proposal among their pairs, families, communities and other organizations. This initiative, fundamentally, bases in the consolidation of Community Cultural Centers in which they development these three priority actions: Artistic workshops, Cultural and artistic Programming, and Social and cultural management.

How do you do it: This program focuses on three specific areas: Education, Artistic Production and Social Organization. 1-Education The Education Area has two objectives: Basic Formation and Professional Formation. Both of them are undertaken in weekly workshops, advanced workshops and seminars based on an instructional method that involves permanent formation, participation and reflection. In this way we give the students the means to know different languages and forms of expression. The Basic Formation Program focuses on general and introductory training in music , fine arts and drama . The Professional Formation Program works with students advanced in each subject, who are interested in becoming teachers, artists and art

Innovation: The main idea of “art + social organization” is the combination of education through art, artistic production and social organization as a powerful strategy of inclusion and social integration. To work jointly art themes and social organization with communities in poverty situation facilitate the development of construction processes of individual and collective identities allowing the projections of joint cultural enterprising. To link, from specific projects, artists, art teachers or cultural managers, from one side and the other of the poverty barrier, promotes the construction of a social bridge the put itself at the disposal of society as a communication act and social transformation.

Neoliberal economic policies impacts from the last 30 years in Argentina –distinguished the by the dismantling of the State and the progressive poverty of society- generated the emerging and consolidation of thousands of social organizations with multiple purposes, objectives, and reaches. This fact answered, in many cases, to the multiplication of unsatisfied demands from society sectors that theyıve found them self disadvantaged because of the absence of traditional respond mechanisms.

Fragmentation and social poverty, exclusion of an important number of social sectors from the access of health, education, basic feeding and decent home, the increasing break of inequity, institutional crisis and disacredited state managing, economic retraction, and the spoil of the working market, social conflict, among others, are a few distinguished aspects of the argentinian society of the last years.

Before this awful situation that our country had lived, the civil organizations assumed a strong leading role. Nevertheless, many of them stayed in a limited space of partial response and not being able to adapt themselves to the structural transformations that the long range development choices at that time were demanding as a specific contribution to public policies necessary in order to improve social conditions, policies, economic cultural conditions for life. Crear Vale la Pena had spread, and continue to spread, a number of organizative experiences that, from local participation practices (like the cultural community centers development), had searched to have an effect o different society levels in order to carry on towards the consolidation of new cultural values of citizenship construction and the democracy strengthening, establishing these spaces as participation and expression spaces to the community, and also like reunion and social creation spaces.

Crear Vale la Pena focuses to reach a cultural transformation that makes the encounter and collaboration among unequals possible, in an internal level as well as in the relationship with the milieu. This, is sustainable in a politic focus of exclusion conception as a related problem with the kind of link that is given between persons. Therefore, it think in the organization as an alliance based on diversity, among participators of the institution as well as with other people and institutions. This is a diverse aspect that makes Crear Vale la Pena a unique experience that contributes with strength and intelligence to its melieu.

The idea of “Art & Social Organization” is a cultural action without precedents in our country. There are many social organizations that develop entrepreneurs with art and culture, but not from social organization principles, social integration of people with different social- economic condition and the generation of social transformation processes. On the other hand, the cultural programs of the civil organizations or governmental institutions work with a standard model: popular art to popular classes and academic art to the more economically advantaged people, which recycles the people exclusion conditions and put the artistic production as a product just for elites, and far away from social significances. Crear Vale la Pena seek to break this dichotomyc and reproducer model of stigmas and social classifications, comprehending the formation spaces, empowerment and artistic production as social integration spaces.

The sense construction around this practice contributes to confirm the validness of the institutional project as an integral model of community development that can reproduce itself into other realities.

Impact: As weıve described previusly, the Crear Vale la Pena Foundationıs programs are impulse by having in mind two institutional intervention spaces. On one hand, the territorial actions linked to artistic education of young people and to the development of Cultural Community Centers (C.C.C.). On the other hand, the incidence actions that imply the development of alliances and cultural initiatives aimed to put art as a tool for human development and generator of social transformation.

The idea beneath CVLP actions is that the better impulse for democratic action is a participative practice into the organization. At this respect, young participators they see themselves favored whilst their social perspective open wide by valuing related art with socio-cultural animation, managed by themselves or by their pairs. Young people from the Cultural Community Centers begin to feel themselves valorized, motivated to believe in the dignity that their particular activity in the artistic field or/and the socio- cultural managing provide them. Are persons who live in social vulnerability frameworks whom in the present juncture are the most prone to fall in wrongful uses of individual liberties.

The program proposal is to spread the vision and the young people socially vulnerable speech, in order to accomplish the social recognition from a valorized identity and give to the whole program more visibility. Education, work, and communication are central axis around itself it organize the program actions. Such as presentations from artistic productions created by themselves as well as between the implementation of artistic-pedagogic intervention tool “Somos Voz” (“We are voices”). This is a dynamic that propose art as a way of construction for active citizenship and critic thinking, trough which the program arrives to schools, other Non- governmental organizations and community-based organizations, to enterprises, formal circuit of culture (theatres, and prestigious cultural centers)

The incidence actions framed themselves into what is defined The Art & Social Transformation Program that imply the development of the next actions:

1 Metropolitan Alliance of Art and Social transformation: This integrated alliance by Crear Vale la Pena, Culebrın Timbal, Circuito Cultural Barracas, and Grupo de Teatro Catalinas Sur, was established in 2003 between who work art themes related to community and citizenship construction. This, give space for the realization of joint actions implemented in the spaces of the mentioned institutions or other places. Some of the actions that were put in practice by the alliance: • Joint implementation between Culebrın Timbal and CVLP of the strategy off community movement. “Aguante la Cultura” in Villa La Cava (strategy initially developed by the first organization in other neighborhoods from the suburbs of Buenos Aires). • Joint artistic production staging, where intercross contemporary dancing, singing, and the community theatre, also with the production of “comics”. For instance: “Die Niemands” (The No Ones), a piece directed by Inıs Sanguinetti in the collaboration with Adhemar Bianchi (Grupo Catalinas Sur) and the cast from Crear Vale la Pena. • Artistic programming of the cast and productions of the new National Art Net and Social Transformations in the Centro Cultural de la Cooperaciın. • Reflection workshops series of “Art and Social Transformation” in the Centro Cultural de la Cooperaciın. • At this moment we are dedicating our time at the design of a 3 year project which includes the statement of an Art School destined to the community managing, the development of massive actions and the design of artistic actions for specific public (experiences based on the audiencies constructions)

2. National Net of Art and Social Transformation Crear Vale la Pena promoted the launching of National Net of Art and Social Transformation program. In the year 2003 and 2004 they were developed encounters in several points of the country. This Net is integrated by more than 20 organizations dedicated to arrange a future national encounter by the early 2006.

3. Latinamerican Net of Art and Social Transformation (A & ST) Crear Vale la Pena participates in the Net of Art and Social Transformation, constituted by a junction of latinamerican organizations (Chile, Bolivia, Perı, Brasil, and Argentina). Each one of them they distinguish in promoting human rights, from the inter-culturality and the global social sustainability. Some of the actions that are taking place: a) Development of politic fundaments and ethic frameworks of the net b) Forming part of the Red Iberoamericana Xarxa Groga c) Presentation of the Net and setting of the art thematic and Social Transformation in the Barcelona Forum 2004, with Eduardo Balın as the man in charge d) Presentation of the Net in the Foro Mundial Cultural do Sao Paulo, with Inıs Sanguinetti as the person in charge e) Presentation of the Net in the Foro Social Mundial de Sao Paulo (January 2005) f) Linking of the exchange projects of art experiences and the argentinian –british community with the partner organizations fro the net, as the strengthening synergetic journeys. g) Empowerment of the argentinian organizations members of the Net by representatives of the Centro Integal del Joven, (CRIA) from Brazil, in the development of an art and citizenship tool for schools. This joint and alliance with other related organizations with the specific Crear Vale la Pena themes is a strategy for institutional strengthening, and stands as an opportunity to multiply a way of understanding, a way off making art, and also a way of developing associative working methodologies

Ethical Action: The Crear Vale la Pena Foundation works for a social transformation towards equity. What does this mean to us?. It is not just a goal, but a way of building the daily basics. A way of building in which every participant is valorized, not by his needs, but by his potentials The organization has implemented in the last few years an inclusion policy, where some of the more engaged participants of the “Art & Social Organization” program reach to work into the directive structure of the organization as referrings and responsibles in charge of key spaces. A case that exemplify this is the one of Daniel Cerezo. One of the first young people whom initiate his path through artistic activity linked to the community management in the frame of what is the foundation of Crear Vale la Pena.

Daniel was born in September 17th of 1982 in the neighborhood of Bajo Boulogne (San Isidro, Buenos Aires, Argentina). Bajo Boulogne is located in the riverside of the Reconquista River. They live 6.500 persons in 900 houses, in a building lot of 30 blocks. It has a very variety kind of building construction very depending on the location in the neighborhood, the precariousness goes on climbing at the interior of the neighborhood. Many of its constructions are made of humble material, although the pass of time, many of them are unfinished.

In the year 1994, Daniel begun to take piano lessons at the Community Cultural Center Joven Creativo (Young Creative). Was on one of the two community cultural centers of the Crear Vale la Pena Foundation where Daniel begun his institutional participation as a piano student. Later on, he and other students receipt an offer for becoming teachers of the younger ones. So they could teach them what they had learnt.

The continuity and the development of activities at the C.C. C. required a group of persons that could deal with different tasks in order to maintain this spaces. With the time passing on, this group was defined as “equipo barrial” (neighborhood team). In the present, as well as in the past, this team is integrated by young and adult people who take and give lessons and are engaged with the Foundation action as well.

Daniel is a main referring to the neighborhood team of the C.C.C. “Joven Creativo”. Since the beginning, his participation in the organization of the activities was very important. He begun to get into the coordination space when he was just 17 years old, performing this role till the beginnings of the year 2005. During this period of time, Daniel carried on with his musical studies. Besides, he finished the secondary school (formal education), he prepared in leading management and community animation. Nowadays, he is studying social psychology. He traveled representing the Foundation in many national and international encounters (Young people Encounter with the representatives of the World Bank in Paris, France, in the year 2003). On the other hand, other organizations begun to invite him to participate as a young leader in the cultural artistic activity in frames of exclusion. Although in the present time have finished all of his duties at the C.C.C. Joven Creativo, in the facts he continues to be a strong leader for the neighborhood team, juvenile leader and a trainer for the young ones of the Crear Foundartion.

Last year (2004), this youngster begun to work in the directive team of CVLP in charge of institutional development tasks. In the present, he plays a leading role in this area with just 22 years old. This has modified his forming opportunities and helped to define his professional profile. Daniel synthesizes an institutional ideology that proves that speech and action come along by the hand in Crear Vale la Pena, and the same may happen in other spaces of social and politic participation.

Replication: The program begun in 1993 in very little scale with a continuous training strategy of members and participants. The young people who engaged voluntarily to the activities program, belonged to a supportive group from La Cava a very poor neighbourhood located in Buenos Aires suburbs. This group was developing cultural activities aimed to children and teenagers in social exclusion situation. The art program was born as a self-make proposal by them, who were looking for giving response and containment to their pairs by improvising drama lessons.

The Crear Vale la Pena Foundation was created in 1997 consolidating the “Art & Social Organization” program. The Community Cultural Centers (C:C.C.) are the spaces where are taking place the workshops and where the participants from the program –multipliers, teachers, artists and technicians- learn while they develop their actions. These two centres are: Centro Cultural Comunitario “Puertas al Arte” y Centro Cultural Comunitario “Joven Creativo”.

After all of these years of continuous growing and learning, the young ones participate from the workshops and perform artistic and cultural events. But the main point is that they get to fill and exercise a social role of multiplication of their knowdeldge, of empowerment, coordination, and social-community management as a result of an important process of democratization of management and institutional decision spaces. The neighborhood teams are the Community Cultural Centers coordination instances and are integrated by young people that initially approached to participate from a specific workshop and then got involved in the project. They discovered both new skills and new ways of working with toghether with other young people from the same community.

The need of modeling and refining practices and strategies from the “Art + Social Organization” program, with the objective of reaching a higher projection of impact and quality, turn out in the construction of an intervention strategy in art themes, youth and citizenship, defined as “Somos Voz” (Were are Voice). Through an artistic and pedagogic experience it synthesizes the methodology of the program as a first step to its replication. With Art, Youth, and Citizenship as the main idea, this strategy assurances the replication and the multiplication of this process in new contexts. And it Put, at the same time, the art at the service of the construction of collective thinking and active citizenship.

The proposal consists in the development of artistic workshops (drama, dance, music, and video) carried on by young people of CVLP, who promote educative artistic activities at schools and social organizations. Its objective is to facilitate the reflection and critic awareness in other young people ,from the issues, dilemmas and problems that are affecting them from an ethic perspective based on the human rights. The different artistic languages and ludic activities help at the treatment of complex thematics and enable the integration of “doing”, thinking, and feeling in the persons.

This process of the ideology transmission and the Foundation proposal begun to give answer to the different demands that in the last few years came from social organizations and a number of institutions along the Republic of Argentina and other countries. During the year 2005, it will appear a review informing about this practices, ideas, and key development strategies.

Youngsters from CVLP are playing a leading role in the development and systematization of this practices. Their experiences as performers of the organization is the primal supply for the multiplication and replication to other organizations. This process in enabled by pedagogic tools which aim to develop and communicate the joint of concepts, paradigms and ideologies that were organized all along these years of developed practices around art and around social organization, so other people could resignificate them in function to their own reality an identity.

Sustainability: We define the strategy we use in this field as “transversal support”. We understand that this task canıt be assumed by a single area of the organization. In this sense, all the fields are worked by the different areas in a joint way, installing the thematic of sustainability inside each working space of the organization. CVLP makes and implies the projects considering the sustainability from 5 working fields:

1. The Financial: composed by the administration and the development of resources area. The administration area designs and carries out with the monitoring of the well use of resources in order to achieve effectiveness, efficiency, and transparency. To put the information at the reach of everyone generates in the participants, in the contacted personnel, the volunteers, the financiers, and in the partners makes develop a better engagement to the organization. This actions seek to involve every participant from the organization respecting specific coordination roles and levels of responsibility. We understand that a program which has an important educative component and which is accomplished with people excluded for the system needs strong partners and alliances in order to guarantee its development, growth and success. The experience of CVLP in approaching funds from organizations, specially foreign ones, to finance part of the programs and the present partners engaged, are a main element to its growing in time. The project will allow young people to strength their citizen participation and their possibilities to include themselves into the working market. At the same time, they will turn into contribution partners to the program

2. The methodologic field aims the systematization of methodologies and tools of work to strength, structure, and register: intervention strategies, working processes, working instruments, the development of evaluation processes and the construction of result indicators. We consider including these points in the elaboration of projects as a main instance, because it allow us to realize a pursuit with very low costs. That makes possible the improvement of practices and its setting at disposition of everyone. This makes able the searched transformation in a major scale with a minor cost. In Argentina there are very few social working training experiences around art themes, although there are possibilities of insertion in a working market less spoiled. This esperience can be a pedagogic leading model for other initiatives.

3. The development of human and social resources helps the external voluntary service inclusion process and the development of professional training of young participants as teachers, technicians, artists, entertainers and socio cultural managers. In future they will be able to support and project the neighborhood cultural enterprisings from self-managing. The grant holder participants have the responsibility of making non rental working practices., This way, they contribute to bring opportunities for new groups of youngsters (in the artistic, pedagogic, technician, an management areas). As a part of the plan of artistic groups promotion we fix with each one a number of representations to be realized in benefit of the project’s spreading and continuity. The resources invested in infrastructure and equipment confirm and enrich the capital that the CVLP Foundation counts on in order to support similar actions with the same goal in the future.

4. The visibility. The CVLP Foundation shows its goals in order to profit the access to different opportunities of development alliances and resources. The spectacularity of the results and its presentation in public spaces of proved quality help a presence that allow to reach the mass media and the public in general. In the present, the organization programs count with significant spaces of public exposure, with cero cost in local mass media and with shows of national and international level.

5. The partnership seeks to develop alliances in the local context in order to extend the services offered by the foundation program and to strength the capacity of projection and planning of the growing. The development of the institutional links is a strategy that goes thorugh the organization of every project and establishes the capacity of adding knowledge and resources to the offered services with the force of the supportive and collaborative work with other social actors. This methodology achieve a major impact and can produce modifications at the social imaginary level and in public policies.

Teachers Territorial axis Each C.C.C. counts on with a coordination, managing and administration team, (Neighborhood Team) where the more engaged persons with the institutional project participate. This community team is the one that defines not only the social, educative and communication activities but the artistic productions an the resources development actions that are developed inside each C.C.C. all along the year. They organize their work in periodic meetings and then they subdivide in small groups for monitoring specific issues. Thematic – transversal axis: The thematic commissions (education, comunication and artistic production) are integrated by representatives of each C.C.C. and the institutional area coordinator in charge. These commissions help to build the relationship between the C.C.C. and to empower local experiences, as well as promote the hierarchment of values and experiences and the training enrichment. These actions integrate persons of different social economic condition.
