Re: Community Based Protection Network Program

April 30, 2005

Dear CCPCR,

Thank you for the submission of your organization to the contest. It sounds like your work is tremendously important in shining a spotlight on traffickers' activites. It must be very challenging, however, to use this community-based reporting model if law enforcement is not able to be an effective partner. Do you believe you are able to rely on law enforcement to follow through with investigation and prosecution of the traffickers, even if reports are made? If not, due to corruption or other factors, this presents a significant strategic obstacle to achieving systemic change that will impact the market dynamics of low risk/high profit for the traffickers. How will your model address the key component of ensuring greater law enforcement cooperation, lack of corruption, and prosecutions, such that the reporting can have an ultimately punitive effect on the traffickers? How will this law enforcement component be implemented on a systemic level? Does it require new laws, new funding, specialized units, or increased local or international pressure?

My second question is to what degree has this program already been implemented, or is it largely in its initial stages at this time?
