Community Based Protection Network Program

Innovation: The innovative perspective of this strategy lies in the close co-operation between the community, the local authorities, CCPCR and other NGOs. The CCPCR will implement channels to report incidences of violence or trafficking activity within the community, this will be done through workshops. Selected people in the community will be watchdogs in the community. This means that the CBPN will report to the local authorities and CCPCR when they see or hear about traffickers in the villages or about children that have been trafficked or are at risk of being trafficked. Legal action can then be taken against the perpetrator and help can be provided to the victim. The CBPN consist of different people; police, teachers, monks, parents and children.

Impact: The CBPN will have a systematic impact on three main areas: 1)The CBPN will result in a decreased number of traffickers in the villages because the risk of getting caught is bigger now the community has implemented a channel to the local authorities. 2)The CBPN is making awareness raising, so that both girls and parents are aware of the problem and the tricky plots used by the traffickers. Through workshops we will educate 280 people from different communes; we estimate that the information given to the 280 people will reach further 6.000 childrn and 4.000 adults. 3)The awareness raising will have an moral impact on the men who demand sex with prostitutes. It also makes them aware of the trafficked girls' miserable situation.

Tipping Point: The decentralized effort that put the local community in charge will make the tipping point. The CBPN makes it easier for the local people to report incidences of trafficking and abuse. CCPCR will educate CBPN and monitor and follow up on the work performed by CBPN. The gap is that we like to maximize the outcome of the program by reaching more people in the community; we like the CBPN to put a bigger effort into raising awareness about UNCRC, trafficking and CBPNýs work in the community. The more people that know about human trafficking and the worked performed by the network,the more people will report cases of trafficking to the CBPN.And paying the CBPN a salary they can do more seminars in public schools,pagodas,garment factories,etc

Replication: The model described is easily transmitted to other countries and regions. To establish a community network does not have to cost a lot of money. The organization has to finance a workshop to establish and educate the network. But after that the network is doing the job and the network can be running for as long as nessesary in the community. After the workshop the organization is monitoring the program for as long time as nessesary. The CCPCR are not only willing to share their workshop material, knowledge and experiences with other organizations, but we are also willing to do seminars for the organizations that might be interested in the CBNP program.

Sustainability: When the network is established and trained in their duties, the model will achieve a significant degree of self-sustainability. In time the network will reach more and more people in the community and more people will know about the purpose of CBPN and use the network as an intermediary to the local authorities and CCPCR. Many different participants in the village are involved in the network, so there are many resources and personal connections to make use of. As long as the workshop material is conducted and the workshop and monitoring is funded,then the expenses for the CBPN are very small compared with the output. In time the channels to the local authorities and the establishment of neighbourliness,will hopefully be self-sustainable
