Innovation: Prerana pioneered the concept & action for elimination of second generation trafficking (ESGT), providing dignified options to the childrne born to vicitms of commercial sexual exploitation & trafficking (CSE&T), protecting them against getting trafficked into prostitution.It actually ended a major & grossly neglected trafficking route. Campaigned for legal reforms for confiscation of property of trafficker, its merger in a Fund from which on successful conviction investigation officer & public prosecutor get 5% each, witnesses 5%, police welfare fund 10% vicitm compensation 35%, and rest to the state for prevention, awareness,& rehabilitation Socialization: de-monopolization, de-bureaucratization & de-regimentalization
Impact: ESGT our model of comprehensive intervention for children has beyond doubt changed destiny of these children. Concept of night care centre educational support programme and institutionalization of children ended second generation trafficking.No child pimnps, childrne complete board eaxms and graduation, getting jobs and moving out with their mothers. Socialization: several voluntary organizations and government is replicating our model in ESGT as well as rescue post rescue and rehabilitation and procesution. Actively helped networks to come up and linked them to others in the region. Confiscation: Govt. of India has incorporated our suggestion in the presented to other states and Law Commission for legal reform. Multi pronged approach
Tipping Point: ESGT: already a popular programme in voluntary sector. Govt of India has adopted Preranas intervention e.g. NCC, IPP, ESP, DCC, etc in its National Policy and Plan of Action 1998 against child trafficking. Prerana acknoledged.
GOI in response to single advocay of prerana already accepted recommendation for confiscation of traffickers property and merger in common fund. The strategy of giving share to IO, PPs, witnesses, not yet adopted by GOI. If accepted it will unleash huge formidable forces against trafficking crime. It will reverse the current equation between the police and the traffickers making police immensely motivated. We need resources for advocacy for the idea of share in confiscated property.
Replication: ESGT:the Prerana model is lready being replicated all over the country in toto. CSWB has incorporated Prerana's NCC model in national ICDS programme. Donor agencies are supporting voluntary orgns to replicate Prerana model. Mumbai High Court in Prerana's Writ petition directed Govt to constitute Guidance Monitoring Committe to supervise state run Rescue Home. It is the first case of co-management of state Home.In 2.5 years govt. voluntarily gave 3 more state Homes under the GMC's supervision. U.N.presnted Prerana as the Best Practice Model to speak before UN Congress Vienna in 2001 to shape the UN Optional Protocol on Transnational Orgnzd Crime. Prerana added trafficking vicitms in the beneficiaries of state govt scheme scheme.
Sustainability: ESGT:based on acute felt needs of victim women.Easily replicated thro'contributions of vicitm women. Prerana's co management model is the best way to suastainability. MAking state take more responsibility yields imp sustainability dimension to services. Confiscation: Inherent strength of this suggestion is that it is self- sustained. Socialization: Prerana was the first organization in Asia to start exclusive anti trafficking news service. Continues to spread large and dicersified anti trafficking information. the idea was to socialize anti traffiking intiaitve and involve many more players in the work. This has worked. This very thing makes the activity self sustainable. Prerana instrumental in making Govt of India pass Swadhar scheme.
