Country: Nigeria
Innovation: Since 2001, i have devoted myself to the task of understanding the intricacies involved in the human trafficking scourge with particular emphasis on the smuggling strategies of these killers called human traffickers. I used Nigeria as a principal case study alongside countries like Pakistan, India, Bangladesh, Morrocco and Mexico.Studies were conducted using available data, personal interviews and questionnaires. This operational model seeks to establish a more focused action, rapid law enforcement response and adequate legal action against perpetrators of human trafficking crimes. Nigeria is signatory of many international conventions against child labour and abuse, as well as gender inequality. Our operational model can succeed if deployed.
Impact: My operational model named OPERATION BUST, aims at putting together the media, law enforcement/intelligence agencies, N.G.Os, as well as the Govt.in a closer relationship which would reduce human trafficking and with time eradicate it.Nigeria has roughly 400,000 policemen as well as an appreciable number in the intelligence, customs, immigration and drug enforcement departments. An establishment of a department for human trafficking in each of these agencies would mandate the creation of a data base which would result in increased inter departmental cooperation. This would lead to pre-emptive surgical strikes against traffickers in their staging areas before they attempt to export their human cargo. This action would create immediate impact.
Tipping Point: Sustained law enforcement strikes against traffickers, tougher legislation against perpertrators, change of methodology by NGOs,round the clock media reporting as well as determination and accountability by Govt. would diminish human trafficking.A closer relationship between the media and legislature, would lead to increased awareness of the trafficking situation, which would lead to tougher legislation and stiffer punishment for offenders.A detailed coverage of the situation both locally and internationally should be aimed at the family which is the foundation of humanity.Any change recorded at the family level must reflect on the larger society.Adoption of local communication methods would ensure that the rural populace gets the message.
Replication: Replication can be achieved in the 36 states of Nigeria.Establishment of Anti trafficking departments in thepolice departments in the 36 states as well as desks in media outfits NGOs,and state and local Govts establishing departments in their respective states, would ensure a more local attention and response to trafficking threats. With support from the central Govt,as well as the judiciary and national legislature, trafficking statistics is bound to reduce.Advocacy visits by the major stakeholders to Govt, and the legislature should be encouraged.Integration of trafficking studies into the educational curricula from primary to university level should be encouraged.Nigerian universities numbering more than 50,would replicate this well
Sustainability: Determination,Dedication and honesty, sustains any program.Merit awards for the sector players should be instituted.Merit awards instil a sense of accomplishment, honour, and dedication in a recipient which leads to greater service on the part of the recipient.Costs would be borne by Govt.with assistance from the U.N,the E.U, NGOs and support from philanthropists and committed individuals.Supervision would be by economic watchdogs like the economic and financial crimes commission EFCC,as well as amnesty international to see that human rights are respected and financial accountability is maintained.Collaboration btw INTERPOL and the international court of justice to track and prosecute internationally based traffickers, and also share data
