3) Strategy Summary:
After a deep analysis of our local reality, regional and
national we have detected the urgent necessity to generate
practical instances and instruments for the mobilization
of financial and human resources, orienting our initiative
to the strengthening of the institutions and the existing
social groups, as well as generating the natural
motivation to the creation of other instances. All this
should be channeled through an institution that will
become the protagonist of the development, articulating
and generating the necessary means for the
decentralization and mobilization of the existing
resources in diverse promotion sectors developed by public
and private institutions. Our commitment will be to become
the support of the municipal action, as holding the main
responsibility of the scope of local development.
Generating through this initiative the decentralization of
the resources available in a number of competitive funds,
channeling them towards the community in a practical way,
using tools such as the following: The handling of
information, respecting the existing competitive funds;
evaluating, according to the local priorities,
applicability and execution of same. This should be done
by training the interested parties in the creation of each
project and the correct use of the forms ready available;
making the access to information available easy and
securing a interrelated data base. Also, by aiding in the
search and selection of compatible professionals for each
specific area to be developed. (If possible, financed by
each project.). This instance should be moved by a
qualified infrastructure adapted to its needs and to the
assistance of the public in general, located this in the
same locality (generating a concrete approach to the local
reality). And, finally being able to channel community
initiatives. As a result new jobs for young professionals
and people in general would be created (financed, if
possible by each project or by the direct beneficiaries
through the retribution contemplated for consulting fees
by the fund) The agency will be in charge of the
coordination of the local actions in the attainment of the
development initiatives (Private Universities, Non
Governmental Organizations, Small and Medium Size
Companies (PyM s)., community initiatives, public
instruments, etc.). This will result in the incorporation
of today?s static resources (by lack of management,
information and qualified assistance) and improvement of
the Municipal image as a manager of Local Development.
4) How the Strategy Works:
What is an Agencia de Desarrollo Local (agency of local
development)?
It is based on a better use of the potential territorial
local resources (endogenous resources), with
the objective of obtaining an increase of job offer and the
sustainable economic growth in the local
scope. It is a species of organization coordinating the
different territorial social agents. Working to
become a new instrument of economic promotion, territorial
productive and enterprise development,
among local private and public agents.
General mission
Support of municipal management and promotion of local
development.
Promoters of the decentralization of public and private
resources.
Specific objectives:
To channel the information corresponding to public and
private competitive funding, towards
the local community (individuals, profit and non-profit
corporations), advising on the correct
application of the available forms to the corresponding
proposals, as in the evaluation of the
feasibility of these projects.
To create a nexus of expeditious communication among the
different local actors.
To advise and support new communitarian initiatives and
Small and Medium Size Companies
(PyM s).
To coordinate the policies, performance guidelines and
agents implied in local development.
Mobilization of resources of sectorial investment towards
local developments.
Stimulation of the participation of local actors, by
making training and education available,
oriented mainly towards the most underprivileged groups.
Functions:
Handling of information, as to the existing competitive
funding, evaluating the application
feasabilities according to local priorities and the
execution of same.
Enabling and orienting the applicants in the creation of
each project and in the correct filing of
the application forms for each one.
Facilitating the information access, by using an
interrelated database available.
Searching and selecting compatible professionals for each
specific area to be developed.(If
possible, financed by each promotional project).
Creating jobs for young professionals, avoiding the
emigration towards urban centers of greater
interest.
Established with the corresponding infrastructure adapted
for qualification and public assistance
in general, located in the same locality.
Channeling communitarian initiatives.
Coordinating the different local actors in the attainment
of development initiatives (Private
Universities, non-governmental institutions (ONG's),
Companies, communitarian initiatives,
public instruments, etc.)
Promoting the creation of social organizations, as a
result of the agency actions.
Fortification and creation of local development agents.
Practical Delivery and operation results.
5) Key Strategy Elements:
i. Mobilizing Citizen Support:
Direct beneficiaries: individuals, local neighborhood
groups, sport Clubs, environmental and cultural
organizations, civil and cooperative groups, Small and
Medium Size Companies (PyM s), among others. Indirect
beneficiaries: Community in General, Municipality
(Management), public administrators involved (Mayor and
Municipal Council corporate image), as a result of the
decentralization of resources.
iii. Establishing Relationships with Strategic Partnerships:

for the Agraria(FIA) Innovation, Forest National
Corporation (CONAF) DL 701, Corporation of promotion
(CORFO), Service of Cooperacio'n Te'cnica (SERCOTEC),
